Discipline Policy Distribution for Lavaca School District: All handbooks are supplied on student registration which is provided at each grade-group’s open house or upon registration of a student for all grade levels. The student handbook is also posted on the school website along with school board policies. All signature pages are kept in the school offices in student files as verification of handbook receipt.

Discipline Training for Administration, Certified, Classified, and Volunteer: Staff Development sessions are provided through the Western Arkansas Educational Cooperative, district in-service, after school teachers meetings, and through the mentoring process for novice teachers. Volunteer and substitutes receive discipline training on-campus and through the Parent Center at each school.

Parental Involvement: The Parental Involvement Plan is in compliance with Arkansas Law 6-15-1702 and may be viewed in the Parent Center located in each school. The Lavaca School District sends out a newsletter which addresses family involvement and instructional support. The Lavaca School District provides parent information packets which address family involvement and instructional support, broadcasts upcoming events on local radio, and maintains district and school websites with additional information.

Lavaca Elementary School Annual Report to the Public October 2012

The mission of Lavaca Elementary School is to provide a safe, nurturing environment where our students have equal opportunities to learn and become productive, responsible citizens.

Our vision: Teaching students today to become the leaders of tomorrow.

Lavaca Elementary School is proud to be recognized as being part of an AdvancEd accredited district. We are pleased to announce that Lavaca Elementary School met standards on the benchmark exam last year in Literacy. We are currently a Needs Improvement school in the area of Mathematics. This is due to the new waiver implemented by the State Department of Education concerning individual student growth. Our academic success is a direct result of the hard work and dedication of our students, parents, community, and staff.

In our effort to meet the needs of students we have developed and continuously maintain the Arkansas Consolidated School Improvement Plan (ACSIP). Our specific improvements in the ACSIP plan include three areas: Literacy, Mathematics, and Wellness.

Over the past three years, Lavaca Elementary School benchmark data is as follows; third grade Literacy assessment, 11: 75% proficient or advanced, 12: 84% proficient or advanced, and 13: 97% proficient or advanced. The third grade Math assessment, 11: 90% proficient or advanced, 12: 89% proficient/advanced, and 13: 100% proficient or advanced. The Caucasian population scored 11: 74% proficient or advanced, in 12: 84% proficient/advanced and in 13: 96% proficient or advanced in Literacy and 11: 90% proficient or advanced,12: 90% proficient/advanced and in 13: 100% proficient or advanced in Math. Females have scored 11: 84% proficient or advanced, 12: 92% proficient/advanced, and in 13: 100% proficient or advanced in Literacy and, 11: 90% proficient or advanced, 12: 97% proficient/advanced and in 13: 100% proficient or advanced in Math. Males have scored, 11: 67% proficient or advanced, 12: 75% proficient/advanced, and in 13: 94% proficient or advanced in Literacy and 11: 89% proficient or advanced, 12: 81% proficient/advanced and in 13: 100% proficient or advanced in Math.

The norm referenced ITBS was embedded into the 2012 Augmented Benchmark for grades three and four. The national percentile rank for LES students is as follows; third grade Reading: 67, Language 58 and Math: 68. Fourth grade Reading: 59, Language 51, and Math: 66.

The norm referenced ITBS was given to grades 1 & 2. The national percentile rank for LES students is as follows: First grade Reading: 64. Language: 77, and Math 61. Second grade Reading: 67, Language 67, and Math: 64.

On safety, there were .3 weapons, 0 staff assaults, and 0 student assaults in 2012 as compared to the statewide averages of 0.1, 0.01, and 0.4, respectively. All discipline policies have been distributed to parents as well as training for the staff. The school has also adopted a Parental Involvement Plan.

Of the 92.6% of staff at LES who have been reported as completely certified, all staff has been approved by the State Department of Education to teach the courses to which they are assigned or received a waiver to teach in a specific area. 80% of the Elementary School staff has a Bachelor’s degree and 20% have a Master’s Degree.

Lavaca Elementary School has a prescriptive policy for retention and promotion of students. Details of this policy can be viewed in the Lavaca School District Student Handbook.

Annual Report to the Public 2012- Lavaca Middle School

The mission of Lavaca Middle School is to provide a secure learning environment that promotes positive attitudes, responsibility, and respect for self and others, empowering critical thinkers, problem solvers, and lifelong learners in a diverse ever-changing society.

Student achievement is constantly kept as the focus as Lavaca Middle School staff continually maintains and modifies the school’s ACSIP plan. Literacy, Mathematics, and Wellness are the three areas of priority. The Arkansas Consolidated School Improvement Plan guides our work and service to today’s students as they pursue their futures.

Lavaca Middle School was an achieving school in Literacy in 2012-2013. However those subgroups not meeting 2013 AMO (Adequate Measurable Objective) growth and performance targets were: Students with Disabilities. In the area of Math, Lavaca Middle School was a needs improvement school for 2012-2013. Those subgroups not meeting 2013 AMO (Adequate Measurable Objective) growth targets were: Hispanic, Caucasian, Economically Disadvantaged, and Students with Disabilities. The All Students subgroup scored 65.44% which did not meet the 81.90% growth performance target. In order to maintain an achieving status in Literacy and move toward an achieving status in Math, we are examining our instructional strategies, classroom/grouping, and classroom walkthrough data and are modifying our curriculum, instruction, common assessments, and professional development practices to better meet the needs of all our student populations.

The norm-referenced ITBS was embedded into the 2013 Augmented Benchmark Exam. Over the past three years, Lavaca Middle School benchmark data is reflected as follows: 5th grade literacy assessment for 2011: 78% proficient or advanced; 2012: 85% proficient or advanced; 2013: 85% proficient or advanced. In comparison the state averages for those three years were 77%, 86%, and 84%. The 5th grade Math assessment for 2011: 78% proficient or advanced; 2012: 73% proficient or advanced; 71% proficient or advanced. In comparison the state averages for those three years were 78%, 76%, and 70%.

In Literacy the Caucasian population scored in 2011: 78% proficient or advanced; 2012: 84% proficient or advanced, and 2013: 86% proficient or advanced. All discipline policies have been distributed to parents as well as training provided for staff. The school has a comprehensive parental involvement plan.

While 96.2% of staff at Lavaca Middle School have been reported as completely certified, all staff has been approved by the Arkansas Department of Education to teach the courses to which they are assigned. 68.2% of the Middle School staff has a Bachelor’s degree and 31.8% have a Master’s degree.

Annual Report to the Public 2012-Lavaca High School

The mission of Lavaca High School is to provide a safe environment with caring, qualified educators, well-rounded curriculum and activities which will guide students toward a successful future.

Increasing student achievement is a constant focus at Lavaca High School. Staff meets with parents, students, and community members to review, revise, and implement the high school improvement plan (ACSIP). Literacy, Mathematics, Wellness, and Graduation Rate are the four priority areas in ACSIP.

The Norm-Referenced Test SAT 10 assesses reading, language, and math. The scores for reading comprehension over the past three years were 51 (2011), 53.9 (2012), and 52.2 (2013). Language scores were 52 (2011), 51.6 (2012), and 50.5 (2013). Math scores were 54 (2011), 55.8 (2012), and 50.6 (2013).

In the past three years, students scoring proficient and advanced on the Algebra I End of Course exam have ranged from 71% in 2011, 81% in 2012, and 75% in 2013. In comparison, the state averages for those three years were 78%, 79%, and 77%. The Caucasian population has scored 72%, 81%, and 79% over the same time period. Female student scores have ranged from 75%, 93%, and 77% in the past three years. At the same time, the male students scored 63%, 73%, and 72%.

In the past three years, students scoring proficient and advanced on the Geometry End of Course exam have ranged from 73% in 2011, 72% in 2012, and 68% in 2013. In comparison, the state averages for those three years were 73%, 75%, and 72%. The Caucasian population has scored 73%, 73%, and 72% over the same time period. Female student scores have ranged from 86%, 76%, and 87% in the past three years. At the same time, the male students scored 63%, 68%, and 66%.

In the past three years, students scoring proficient and advanced on the Biology End of Course exam have ranged from 19% in 2011, 34% in 2012, and 51% in 2013. In comparison, the state averages for those three years were 41%, 42%, and 44%. The Caucasian population has scored 21%, 35%, and 53% over the same time period. Female student scores have ranged from 25%, 31%, and 52% in the past three years. At the same time, the male students scored 16%, 40%, and 53%.

In the past three years, students scoring proficient and advanced on the Literacy End of Course exam have ranged from 57% in 2011, 65% in 2012, and 85% in 2013. In comparison, the state averages for those three years were 65%, 68%, and 70%. The Caucasian population has scored 57%, 68%, and 85% over the same time period. Female student scores have ranged from 75%, 87%, and 81% in the past three years. At the same time, the male students scored 48%, 50%, and 88%.

The Grade Inflation Rate for Lavaca High School was 0% in 2010, 0% in 2011 and 2.8% in 2012. A lower grade inflation rate is best and correlates between the course grade and EOC scores. The dropout rate was 3% in 2010, 1.5% in 2011, and 3.1% for 2012. The Graduation Rate was 80.3% in 2010, 86.7% in 2011, and 95.2% in 2012 compared to the state averages of 77.2%, 79.6%, and 84.1%. The College Remediation Rate was 54.7% in 2010, 58.5% in 2011, and 45.2% in 2012.

The ACT test results were from testing 64% of LHS students in 2013. The average scores were as follows: English 18.5, Math 19.4, Reading, 18.9, and Science 18.3. The overall average composite score was 18.9. LHS had 25 students enrolled in AP courses last year and 38 completed an exam. One student scored a 3 or better.

The Safety Data for LHS was 0.4 weapons, 0 staff assaults, and 0 student assaults for 2012. The state averages for the same period was 0.1, 0.1, and 0.4 respectively. All discipline policies have been distributed to parents and staff. Discipline training was also provided for the staff. LHS adopted a Parental Involvement Plan.

All staff has been approved by the State Department of Education to teach the courses to which they are assigned. 100% of the LHS staff was completely certified in 2012 with 53.3% holding a Bachelor’s degree and 46.7% a Master’s degree.
